Venezuela will not participate in procedure promoted by Guyana in the ICJ

Through a communiqué, Venezuela expressed its decision about not to participate in the procedure that was introduced by the Government of the Cooperative Republic of Guyana in relation to the territorial dispute over the Essequibo in the International Court of Justice (ICJ).

This decision was taken after a meeting held in The Hague by a delegation headed by the Executive Vice President of the Republic, Delcy Rodriguez Gomez, and accompanied by the Chancellor of the Republic, Jorge Arreaza, convened by the President of the ICJ, Abdulqawi Ahmed Yusuf, in relation to the unilateral demand presented by Guyana against Venezuela with respect to Guayana Esequiba.

"The Venezuelan delegation has informed the president of the court, through a letter signed by the President of the Republic, Nicolas Maduro Moros, of his sovereign decision of not to participate in the procedure that Guyana intends to initiate, since the Court manifestly lacks jurisdiction over an action unilaterally proposed by the neighboring country, which does not have the consent of Venezuela, "the statement said.

The Government of Guyana asked the ICJ to validate the Arbitral Award of 1899, related to the controversy in the Essequibo region.

In this regard, the Venezuelan Government insists on re-establishing contacts between both nations, while the Government of Guyana threatens sanctions if Venezuela does not obey with the ICJ ruling.

In this Monday's pronouncement, Venezuela reaffirms its willingness to defend its legitimate rights over Guayana Esequiba and also reiterates to Guyana "the invitation to resume negotiations in good faith with the broadest, sincerest and best disposition to reach the practical and satisfactory to both parties that the 1966 Geneva Accord pursues."

The following is the full text of the communiqué issued by the Venezuelan Foreign Ministry:

"The Ministry of Popular Power for Foreign Affairs reports that today, June 18th, 2018, the Bolivarian Republic of Venezuela, represented by a delegation headed by the Executive Vice President of the Republic, Delcy Rodriguez Gomez, and accompanied by the Chancellor of the Republic, Jorge Arreaza Montserrat, attended the meeting convened by the President of the International Court of Justice, Mr. Abdulqawi Ahmed Yusuf, in relation to the unilateral demand presented by the Cooperative Republic of Guyana against the Bolivarian Republic of Venezuela regarding Guayana Esequiba.

The representation of Venezuela, after having presented its respects to such an honorable international judicial instance, has informed the President of the Court, by means of a letter signed by the President of the Republic, Nicolas Maduro Moros, of his sovereign decision about not to participate in the procedure that Guyana intends to initiate, since the Court manifestly lacks jurisdiction over an action unilaterally proposed by the neighboring country, which does not have the consent of Venezuela.

This decision, duly informed to the International Court of Justice, is consonant with Venezuela's historical position of not recognizing the jurisdiction of this international judicial instance -in any case- not even for the resolution of this controversy, in which Venezuela will spare no effort in the defense of their legitimate rights over Guayana Esequiba.

The Bolivarian Republic of Venezuela took the opportunity to reiterate to the Cooperative Republic of Guyana the invitation to resume negotiations in good faith with the widest, sincerest and best disposition to reach the practical and satisfactory arrangement for both Parties pursued by the Geneva Agreement of 1966.

"
