Message to the Prime Minister by concern citizen

I really need to send a message across to the prime minister of st.lucia , why is it a must to have a pcr to enter st.lucia in that time , a pcr test in England is 220£( GBP) it's not cheap and that's per person , please I need him to review it especially for returning nationals.
